Also, as Garp stated in chapter 1087, Dragon had already gone and become a revolutionary before Akiji became a vice admiral. Having said that, Dragon could be a very good candidate for the position of Vice Admiral which could also explain the origin of the Devil Fruit, which he never was.
However, while the final chapter confirmed one popular theory, many questions remain about the mysterious ape D’Dragon, especially his signature tattoo. For now, fans can only wait in silence for One Piece to bring it all back in time.
