If Batman lived in Metropolis instead of Superman, could he protect the city enough? Admittedly, there are several superman villains who could defeat The Dark Knight (yes, even with a large amount of planning time). Mongul commands everything from Warworld and Brainiac can conquer entire planets. However, Batman has proven himself against some of the most powerful DC comics from DC of all time, so he should never be underestimated.
Batman could really prosper in the metropolis. The Modern Dark Knight is not only a main fighter, but it is not only the largest detective in the world, but it is also a technological genius with almost infinite resources at its disposal. Even some of Superman’s most intelligent bad guys, from the parasite to Bizarro, would fall to the Caped Crusader.

Lex Luthor and Batman are already enemies on several fronts
Lex Luthor may not be powerful in the classic sense of superman’s bad guys. He cannot draw lasers from his eyes or jump large buildings in a single limit (although he can, depending on the armor costume he carries or if he fills for Darkseid on Apokolips). But do not be mistaken, Lex Luthor can move the mountains, cities and the metropolis in general on a whim.

Salomon Grundy is more than a simple superman villain. Grundy fought against most of justice League in various series of comics and television shows, but at the age of money, he was mainly a superman villain, capable of corresponding the strength of the man of steel.

Bizarro is not as smart as Superman
In some iterations, Bizarro is just as powerful as Superman. It essentially has all the same powers, although some of them are reversed, such as the vision of ice instead of the vision of heat and the breathing of fire instead of frost breathing. Even if Bizarro does not have the same weakness of kryptonitis as Superman, Batman can always defeat him.

Metallo may not be as strong or lasting as some of the most powerful superman villains, such as Mongul or Darkseid, but what he lacks in gross power, he compensates more than in his ability to weaken and harm the steel man, although Metallo does not have such advantages against the Black Knight.
